Speakers: Thierry Fossier, Judge at the Cour de Cassation, will be moderating the debate.

Jean-Luc Albert, Professor of Public Law at the University of Auvergne, and author of Customs Service and Customs Law [PUF, coll. Questions judiciaires 2013], will be discussing whether Customs Law has shifted towards becoming more safety-oriented.

Philippe De Baere, lawyer and member of the Brussels Bar, Van Bael & Baelis, François Citron, Stéphane Le Roy and Vincent Courcelle-Labrousse, lawyers and members of the Paris Bar, will be sharing their views on the following topics:

  • The strengthening of customs authorities’ investigative powers under the French Customs Code;
  • The cooperation between Member States’ customs authorities in the European Union and their collaboration with the European Commission;
  • Investigations led by the European Anti-Fraud Office (OLAF) and European Commission;
  • The judicial customs service: a judicial police or another form of customs authority?
  • Are Customs becoming more safety-oriented?
  • Rights of the defence in customs investigations;
  • Time bars to prosecuting customs offences.
